A simple building shell at less than 30M² does not need a building consent, it does however still need to be built to code (NZ3604:2011) by an LBP (Licensed Building Practitioner) which cosy cabins will comply with.

If there is a kitchen or bathroom  (Plumbing) involved, yes you will need a building consent.
