In May 2023, the updated H1 Energy Efficiency rules kicked in, designed to make new homes and cabins warmer, drier, and more energy-efficient. At Cosy Cabins, we’re all about creating spaces that feel just right, so here’s a simple guide to what these changes mean for you—whether you’re in sunny Northland or chilly Southland.

What Are the H1 Rules All About?

The H1 rules are part of the New Zealand Building Code, overseen by the Ministry of Business, Innovation and Employment (MBIE). They focus on energy efficiency—think better insulation, smarter windows, and floors that keep the cold out. The goal? To cut down the energy needed to heat your home by up to 40%, save you money on power bills, and make your cabin a healthier place to live. These updates, which started rolling out in November 2022, hit their next big milestone on May 1, 2023, with tougher requirements for walls, roofs, floors, and windows.

New Zealand’s climate varies wildly from top to bottom, so the rules now split the country into six climate zones. Each zone has its own insulation standards, tailored to how cold or warm it gets. Whether you’re building a cabin in Auckland or a getaway in Otago, here’s what you need to know.

The Six Climate Zones: Where Does Your Region Fit?

The old system had just three zones, but the new map reflects NZ’s diverse weather more accurately. Here’s the breakdown:

Zone 1: The warmest spots—Northland, Auckland, and parts of the Waikato. Think mild winters and balmy summers.

Zone 2: Still pretty warm—Bay of Plenty, Taranaki, and most of the North Island’s coastal areas.

Zone 3: A bit chillier—Manawatu, Wellington, Nelson, and Marlborough.

Zone 4: Getting cooler—Central Plateau, Wairarapa, and the West Coast of the South Island.

Zone 5: Cold territory—Canterbury and coastal Otago.

Zone 6: The frostiest—Inland Otago, Southland, and Stewart Island.

What’s Required in Each Zone?

Since May 2023, every new cabin or home (including our Cosy Cabins!) has to meet these minimum standards. The colder your zone, the higher the insulation levels—measured in “R-values” (the higher the number, the better it keeps heat in). Here’s the rundown:

Roofs:

Zones 1-2: R6.0

Zones 3-6: R6.6

Why it matters: Roofs lose heaps of heat, so thick insulation up top keeps your cabin toasty.

Walls:

All zones: R2.0

Why it matters: Solid wall insulation stops drafts and keeps warmth where it belongs—inside.

Floors (Slab-on-Ground):

Zones 1-2: R1.5

Zones 3-4: R1.6

Zones 5-6: R1.7

Why it matters: Cold feet? Not anymore—insulated floors make a huge difference.

Windows and Doors:

Zones 1-2: R0.46 (from November 2023, but good to plan ahead!)

Zones 3-4: R0.46

Zones 5-6: R0.50

Why it matters: Windows are heat-leaking culprits. Double-glazing with low-E glass or thermally broken frames (like we use at Cosy Cabins) meets these standards.

For example, if you’re building in Zone 1 (say, Kerikeri), you’ll need R6.0 roof insulation and R0.46 windows by late 2023. Down in Zone 6 (think Queenstown), it’s R6.6 for the roof and R0.50 for windows right now. These upgrades mean your cabin will stay warm even when the snow’s piling up outside.
